LABOR CATEGORY DESCRIPTIONS

MRC Facility or Customer Facility
Principal Engineer/Scientist

Functional Responsibilities: Serves as primary engineering and/or scientific discipline subject matter expert in one or more engineering disciplines for an electrical, mechanical, civil, or chemical engineering program/project. Functions either independently or as a leader of a team.

Experience: Minimum of twenty years of professional experience in complex system engineering, design, analysis, performance, or test and evaluation. A minimum of two years of managerial/supervisory experience sufficient to ensure positive direction of subordinates.

Minimum education: Bachelor’s degree in engineering or scientific discipline. Master’s degree may be substituted for five years of professional experience. Ph.D. may be substituted for ten years of professional experience.

Senior Systems Engineer

Functional Responsibilities: Serves as primary engineer responsible for research and application of engineering principles, methods, and devices in an interrelated range of engineering disciplines to the task of formulating operational, performance, and economic objectives of an electrical, mechanical, civil, or chemical engineering program, and for developing the broad technical plan to be followed in achieving those objectives, including a framework for tying together individual projects. Provides management with engineering subject matter expertise necessary to guide and control overall program.

Experience: Minimum of fifteen years of experience at the program/project level in major systems. Demonstrated knowledge of practices/principles necessary to assess advanced systems concepts, assess specifications, and perform system integration. Has been responsible for formulation of opinions, decisions, and for ultimate performance of statement of work tasks as specified in task orders. Has performed detailed and complex calculations related to tasks.

Minimum education: Bachelor’s degree in engineering, or equivalent. Master’s degree may be substituted for three years of experience. Ph.D. may be substituted for seven years of experience.

Systems Engineer

Functional Responsibilities: Applies engineering principles, methods, and devices in one or more engineering disciplines to achieve operational, performance, and economic objectives of an electrical, mechanical, civil, or chemical engineering project. Provides senior engineers and management with analysis, information, and recommendations involving the range of engineering disciplines necessary to guide and control project.

Experience: A minimum of ten years of experience analyzing user needs to determine system requirements as they apply to engineering processes or their solutions. Has performed system design review independently or as principal of a design review team.

Minimum education: Bachelor’s degree in engineering, or equivalent. A master’s degree may be substituted for five years of experience. Military technical training with an additional five years of experience may be substituted for the degree requirement.

Senior Engineer

Functional Responsibilities: Serves as primary engineer responsible for directing and overseeing the application of engineering principles, concepts, and techniques in respective engineering discipline appropriate for successful performance of an electrical, mechanical, civil, or chemical engineering program/project. Defines and interprets sound engineering requirements and provides guidance on complex problems; applies and/or develops highly advanced concepts, technologies, and methods; and develops recommendations necessary to achieve engineering objectives of program or project, either independently or as a leader of a team.

Experience: A minimum of ten years of experience performing work that involves conventional engineering methods and techniques, demonstrating judgment in the application of a variety of methods, techniques, and precedents. Plans and designs products for facilities, systems, or equipment, and directs or coordinates operation and repair activities. Designs products or systems utilizing and applying knowledge of engineering principles. Plans and directs efforts of engineering personnel in fabrication of test control apparatus, and equipment, and development of methods or procedures for testing products or systems. Directs/coordinates construction and installation activities to ensure that products and systems conform to engineering design and customer specifications.

Minimum education: Bachelor’s degree in engineering, or equivalent. A master’s degree may be substituted for five years of experience. Military technical training with an additional five years of experience may be substituted for the degree requirement.

Intermediate Engineer

Functional Responsibilities: Applies engineering principles, concepts, and techniques in respective engineering discipline appropriate to perform assigned component tasks of an electrical, mechanical, civil, or chemical engineering program/project. Interprets and implements guidance on resolving problems as necessary to achieve engineering objectives of a series of interrelated tasks or problems that have been isolated or defined, either independently or as a leader/member of a team, which may involve coordination with engineers of other organizations.

Experience: A minimum of five years engineering experience applying basic formulas to routine calculations; preparing graphs, curves, and tables for other engineers; recording factual data in tests and observation studies; performing drafting and minor detail design; searching for technical reports to obtain information related to supervisor’s assignments; assisting in the work by operating instruments, plotting data.

Minimum education: Bachelor’s degree in engineering, or equivalent. Relevant military training and ten years of experience may be substituted.

Junior Engineer

Functional Responsibilities: Applies engineering principles, concepts, and techniques in respective engineering discipline appropriate to perform assigned component tasks of an electrical, mechanical, civil, or chemical engineering program/project, either under direct supervision or as a member of a team. Performs tasks, such as but not limited to applying basic formulae to routine calculations; preparing graphs, curves, and tables for other engineers; recording factual data from tests and observational studies; researching and analyzing technical reports; and other progressively more complex duties to prepare for advancement.

Experience: A minimum of three years engineering experience applying basic formulas to routine calculations; preparing graphs, curves, and tables for other engineers; recording factual data in tests and observation studies; performing drafting and minor detail design; searching for technical reports to obtain information related to supervisor’s assignments; assisting in the work by operating instruments, plotting data.

Minimum education: Bachelor’s degree in engineering, or equivalent. Relevant military training and eight years of experience may be substituted.

Reliability/QA Engineer

Functional Responsibilities: Applies engineering principles, methods, and devices in one or more engineering disciplines to achieve quality assurance/control objectives, including reliability, maintainability, and availability design requirements, of an electrical, mechanical, civil, or chemical engineering project. Functions either independently or as a leader of a team.

Experience: A minimum of seven years of experience overseeing the application of various techniques that demonstrate the effectiveness of a prototype system. Associated tasks may have included (but are not limited to): Operational availability simulation, reliability, maintainability and availability analysis of various systems, design reference mission profile, reliability predictions, program maintenance efficiency modeling, program risk modeling, systems safety and quality assurance.

Minimum education: Bachelor’s degree in engineering, or equivalent. A master’s degree may be substituted for five years of experience. Military technical training with an additional seven years of experience may be substituted for the degree requirement.

Senior Program Manager

Functional Responsibilities: Serves as primary manager responsible for directing and overseeing the financial and production aspects of an electrical, mechanical, civil, or chemical engineering program, including developing cost estimates and budgets for the program and/or its component projects, coordinating employee activities in support of the program, and determining and reporting the technical and financial progress of the program to company management, as well as to the customer.

Experience: Minimum of fifteen years of demonstrated management experience or project level management in major systems, including minimum of ten years of experience in senior positions closely related to the Defense acquisition process and demonstrated knowledge of Federal Acquisition Regulations (FAR), Department of Defense (DoD) regulations, including DFARS, requirements, policies, and procedures, and program acquisition life cycle process as addressed in DoDD 5000 series. Knowledgeable of overall organization, direction, and contract efforts, including cost and schedule estimating, systems disciplines, engineering specifications, and commercial practices relating to system procurement and production. Experienced in interfacing directly with government-designated representatives in conjunction with supervising of task order activities.

Minimum education: Bachelor’s degree in a business, management, engineering, or scientific discipline is required. Master’s degree may be substituted for three years of experience.

Program/Project Manager

Functional Responsibilities: Serves as manager responsible for directing and overseeing day-to-day aspects of one or more financial and/or production segments of an electrical, mechanical, civil, or chemical engineering program or project, including developing cost estimates, coordinating employee assignments and activities, and determining and reporting program/project technical and financial progress to company management, as well as to the customer.

Experience: A minimum of eight years of planning, directing, and coordinating activities of projects to ensure that aims, goals, or objective specified for projects are accomplished in accordance with prescribed priorities, time limitations, and funding conditions.

Minimum education: Bachelor’s degree in an appropriate technical or business discipline is required. A master’s degree may be substituted for three years of experience. Relevant military training and 15 years of experience may be substituted.

Senior Management Analyst

Functional Responsibilities: Serves as primary analyst responsible for developing, analyzing, evaluating, advising on, or improving the effectiveness of work methods and procedures, organization, manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems, or other similar aspects of an electrical, mechanical, civil, or chemical engineering program or project, including performing research, data gathering, and analysis of statistical and/or fiscal data. Functions either independently or as a leader of a team.

Experience: Minimum of eight years of experience performing analytical studies in support of complex systems and associated programs. Demonstrated knowledge of practices/principles necessary to assess advanced systems concepts, assess specifications, and perform system integration. Has been responsible for formulation of opinions, decisions, and for ultimate performance of statement of work tasks as specified in task orders. Has performed detailed and complex calculations related to direction of technical teams in the accomplishment of analytical efforts and development of engineering support products for programs at the system level. Responsible for the technical approach and execution of all related tasking in support of such programs as related to performance of statement of work tasks as specified in task orders. Performs as an independent consultant to customers as a subject matter expert.

Minimum education: Bachelor’s degree in a technical or business discipline is required. An additional three years of task-related experience may be substituted for the degree requirement.

Int. Mgt Analyst

Functional Responsibilities: Performs research, data gathering, and analysis of statistical and/or fiscal data related to the effectiveness of work methods and procedures, organization, manpower utilization, delegation of authority, management controls, information and documentation systems, or other similar aspects of an electrical, mechanical, civil, or chemical engineering program or project, either independently or as a leader/member of a team.

Experience: A minimum of five years of experience performing analytical studies in support of complex systems and associated programs. Experienced in performing independent analysis. Leads technical teams in the accomplishment of analytical efforts and development of engineering support products for programs at the system level. Responsible for the technical approach and execution of all related tasking in support of such programs. Performs as an independent consultant to customers as a subject matter expert.

Minimum education: High School Diploma.

Jr. Mgt Analyst

Functional Responsibilities: Performs data gathering, organization, and analysis of statistical and/or fiscal data related to the effectiveness of work methods and procedures, manpower utilization, information and documentation systems, or other similar aspects of an electrical, mechanical, civil, or chemical engineering program or project., either under direct supervision or as a member of a team.

Experience: A minimum of three years of experience performing analytical studies in support of complex systems and associated programs.

Minimum education: High School Diploma

Principal Logistician

Functional Responsibilities: Serves as primary integrated logistics support (ILS) subject matter expert for an electrical, mechanical, civil, or chemical engineering program or project in one or more of the elements of ILS: Maintenance Planning; Supply Support; Support Equipment; Facilities; Computer Resources; Design Interface; Manpower and Personnel; Training; Technical Data; Packaging, Handling, Storage, and Transportation (PHS&T). Functions either independently or as a leader of a team.

Experience: Minimum of fifteen years of experience developing integrated logistics support (ILS) element requirements from concept through support phase for major systems acquisition programs. Has expert knowledge of various logistics standards and procedures. Has supervised development and review of ILS policies and plans, e.g., fielding plans, support plans, maintenance plans, training plans, etc.

Minimum education: Bachelor’s degree. An additional five years of task-related experience may be substituted for the degree requirement.

Senior Logistician

Functional Responsibilities: Serves as primary logistician responsible for developing a comprehensive integrated logistics support (ILS) plan for an electrical, mechanical, civil, or chemical engineering program or project that incorporates all ILS elements required to ensure that material, facilities, manpower, and services needed to support that program/project will be available at the specific places and times needed. Directs research, data gathering, organization, and analysis of logistical data; monitors progress toward meeting the plan, initiates expediting actions to avoid delays, and adjusts plans and schedules as needed to ensure customer needs are met efficiently, either independently or a leader of a team.

Experience: A minimum of ten years of experience developing logistics support requirements from concept through support phase for procurement programs. Has working knowledge of various logistics standards and procedures. Has developed and reviewed solicitation documents, support plans, etc.

Minimum education: Associate degree in a relevant discipline. An additional seven years of task-related experience may be substituted for the degree requirement.

Junior Logistician

Functional Responsibilities: Performs tasks in support of one or more integrated logistics support (ILS) elements for an electrical, mechanical, civil, or chemical engineering program or project. Performs research, data gathering, organization, and analysis of logistical data, either under direct supervision or as a member of a team.

Experience: A minimum of five years of experience developing logistics support requirements from concept through support phase for procurement programs. Has working knowledge of various logistics standards and procedures. Has developed and reviewed solicitation documents, support plans, etc.

Minimum education: Associate degree in a relevant discipline. An additional three years of task-related experience may be substituted for the degree requirement.

Senior CM Specialist

Functional Responsibilities: Serves as primary configuration management (CM) subject matter expert for an electrical, mechanical, civil, or chemical engineering program or project in one or more of the elements of CM: Configuration Identification; Configuration Control; Configuration Status Accounting; Physical and Functional Configuration Audits; and Technical Documentation. Responsible, either independently or as the leader of a team, for developing a comprehensive CM plan for a program/project that incorporates all CM elements required to ensure product life cycle management.

Experience: A minimum of eight years of experience analyzing proposed design changes and conducting physical and functional audits of configuration items. Requires knowledge of hardware and software design documentation and the transition process from engineering design to full-scale production of systems.

Minimum education: Associate’s degree.

Junior CM Specialist

Functional Responsibilities: Performs tasks in support of one or more integrated configuration management (CM) elements for an electrical, mechanical, civil, or chemical engineering program or project. Performs research, data gathering, organization, and analysis of configuration data, either under direct supervision or as a member of a team.

Experience: A minimum of five years of experience analyzing proposed design changes and conducting physical and functional audits of configuration items.

Minimum education: High School Diploma.

Senior Technician

Functional Responsibilities: Serves as primary technician responsible for interpreting and applying theoretical knowledge related to but less than full professional knowledge of an engineering discipline to the performance or direction of engineering functions such as design, development, evaluation, testing, installation, or maintenance of electrical, electronic, electro-mechanical, or mechanical equipment for an electrical, mechanical, civil, or chemical engineering program or project, either independently or as the leader of a team.

Experience: A minimum of eight years of experience installing and maintaining electrical, electronic, electro-mechanical, or mechanical equipment.

Minimum education: Professional certification in a related specialized technical skill (e.g., soldering, quality inspection, HVAC, etc.) obtained at a technical school, from a certified training organization or relevant military training.

Intermediate Technician

Functional Responsibilities: Applies theoretical knowledge related to, but less than full professional knowledge of, an engineering discipline to the performance or direction of engineering functions, such as design, development, evaluation, testing, installation, or maintenance of electrical, electronic, electro-mechanical, or mechanical equipment for an electrical, mechanical, civil, or chemical engineering program or project, either independently or as a leader/member of a team.

Experience: A minimum of five years of experience installing and maintaining electrical, electronic, electro-mechanical, or mechanical equipment.

Minimum education: Professional certification in a related specialized technical skill (e.g., soldering, quality inspection, HVAC, etc.) obtained at a technical school, from a certified training organization or relevant military training.

Junior Technician

Functional Responsibilities: Applies theoretical knowledge related to, but less than full professional knowledge of, an engineering discipline to the performance of engineering functions, such as design, development, evaluation, testing, installation, or maintenance of electrical, electronic, electro-mechanical, or mechanical equipment for an electrical, mechanical, civil, or chemical engineering program or project, either under direct supervision or as a member of a team.

Experience: A minimum of two years of experience installing and maintaining electrical, electronic, electro-mechanical, or mechanical equipment.

Minimum education: High school diploma.

IT Specialist

Functional Responsibilities: Applies theoretical knowledge related to, but less than full professional knowledge of, a computer engineering-related discipline to the performance or direction of engineering functions, such as design, development, evaluation, testing, installation, or maintenance of IT equipment for an electrical, mechanical, civil, or chemical engineering program or project, either independently or as a leader/member of a team.

Experience: A minimum of five years professional experience with the design, development, and support of computer systems, software, databases for application to office automation systems using higher order languages and specialized software development tools.

Minimum education: Bachelor’s degree in computer science, mathematics, or related discipline that includes course work in computer system design, computer programming, and database design. An associate degree with an additional three years of experience may be substituted. A total of 12 years of experience may be substituted for the degree requirement.

Senior Drafter

Functional Responsibilities: Serves as primary drafter responsible for interpreting and applying advanced knowledge of engineering drawing concepts and media, including computer-aided design and drafting hardware and software, to prepare technical data package products, such as two-dimensional (2D) layouts and drawings, three-dimensional (3D) models, lists, etc., for an electrical, mechanical, civil, or chemical engineering program or project, either independently or as the leader of a team.

Experience: A minimum of ten years of experience in the preparation of detail through assembly drawings and 3D models using CADD systems.

Minimum education: Professional certification in a CADD system (e.g., SolidWorks, AutoCAD, etc.) obtained at a technical school, from a certified training organization or relevant military training.

Intermediate Drafter

Functional Responsibilities: Applies advanced knowledge of engineering drawing concepts and media, including computer-aided design and drafting hardware and software, to prepare technical data package products, such as two-dimensional (2D) layouts and drawings, three-dimensional (3D) models, lists, etc., for an electrical, mechanical, civil, or chemical engineering program or project, either independently or as a leader/member of a team.

Experience: A minimum of five years of experience in the preparation of detail through assembly drawings and 3D models using CADD systems.

Minimum education: Professional certification in a CADD system (e.g., SolidWorks, AutoCAD, etc.) obtained at a technical school, from a certified training organization or relevant military training.

Junior Drafter

Functional Responsibilities: Applies basic knowledge of engineering drawing concepts and media, including computer-aided design and drafting hardware and software, to prepare technical data package products, such as (2D) layouts and drawings, three-dimensional (3D) models, lists, etc., for an electrical, mechanical, civil, or chemical engineering program or project, either under direct supervision or as a member of a team.

Experience: A minimum of one year experience using CADD systems.

Minimum education: Professional certification in a CADD system (e.g., SolidWorks, AutoCAD, etc.) obtained at a technical school, from a certified training organization or relevant military training.

Senior Technical Writer

Functional Responsibilities: Serves as primary technical writer responsible for defining the scope and content of writing or editing projects for an electrical, mechanical, civil, or chemical engineering program or project, either independently or as a leader of a team. Responsible for selecting, interpreting, and applying applicable and appropriate standards regarding order, clarity, conciseness, style, and terminology necessary to create or edit materials for text-based products, such as reports, manuals, briefs, instructional documents, correspondence, or other print or electronic-based materials.

Experience: A minimum of five years of experience in developing sources of information, in checking and verifying the information developed, and in synthesizing information. Knowledgeable of standards and procedures relating to technical manuals. Able to describe complex technical information in clear simple language. Reviews documentation for accuracy and recommends changes, additions, and deletions

Minimum education: Bachelor’s degree in a relevant discipline. An associate degree plus an additional four years of task-related experience may be substituted for the Bachelor’s degree requirement.

Intermediate Technical Writer

Functional Responsibilities: Applies advanced knowledge of writing and editing techniques to organize and incorporate text-based materials into informational documents, such as reports, manuals, briefs, instructional documents, correspondence, or other print or electronic-based materials according to set standards regarding order, clarity, conciseness, style, and terminology for an electrical, mechanical, civil, or chemical engineering program or project, either independently or as a leader/member of a team.

Experience: A minimum of seven years of experience in the preparation and review of technical information in written or illustrated form. Knowledgeable of standards and procedures relating to technical manuals. Able to describe complex technical information in clear, simple language.

Minimum education: High School or Technical School diploma.

Junior Technical Writer

Functional Responsibilities: Applies basic knowledge of writing and editing techniques to organize and incorporate text-based materials into informational documents, such as reports, manuals, briefs, instructional products, correspondence, or other print or electronic-based materials according to set standards regarding order, clarity, conciseness, style, and terminology for an electrical, mechanical, civil, or chemical engineering program or project, either under direct supervision or as a member of a team.

Experience: A minimum of five years experience reviewing, writing, and editing technical reports, manuals, or specifications.

Minimum education: High School or Technical School diploma.

Senior Illustrator

Functional Responsibilities: Serves as primary illustrator/graphic artist responsible for defining the scope and content of illustration projects for an electrical, mechanical, civil, or chemical engineering program or project, either independently or as a leader of a team. Responsible for selecting and applying applicable and appropriate media and methodologies regarding theme, style, and content necessary to create illustrative content for products, such as reports, manuals, briefings, posters, instructional documents, or other print or electronic-based materials, including audio-visual presentations.

Experience: A minimum of seven years of experience in planning, layout, and execution of technical illustrations.

Minimum education: Associate’s degree.

Intermediate Illustrator

Functional Responsibilities: Applies advanced knowledge of graphic design concepts and media, including computer-generated media, to create illustrative content for products, such as reports, manuals, briefings, posters, instructional documents, or other print or electronic-based materials, including audio-visual presentations, for an electrical, mechanical, civil, or chemical engineering program or project, either independently or as a leader/member of a team.

Experience: A minimum of five years of experience in planning, layout, and execution of technical illustrations, or a high school diploma and an additional two years of experience.

Minimum education: Associate’s degree, or a high school diploma and an additional two years of experience.

Junior Illustrator

Functional Responsibilities: Applies basic knowledge of graphic design concepts and media, including computer-generated media, to prepare illustrative products for an electrical, mechanical, civil, or chemical engineering program or project, either under direct supervision or as a member of a team.

Experience: A minimum of three years of experience in planning, layout, and execution of technical illustrations.

Minimum education: High School Diploma.

Senior Word Processor

Functional Responsibilities: Serves as primary word processor responsible for selecting and utilizing word-processing hardware and software to produce a variety of standard and/or specialized documents, such as correspondence, form letters, reports, tables, and other printed materials for an electrical, mechanical, civil, or chemical engineering program or project, either independently or as a leader of a team.

Experience: A minimum of five years of experience using word processing or publishing software to create and/or maintain documents.

Minimum education: High school diploma.

Intermediate Word Processor

Functional Responsibilities: Applies skill in utilizing word-processing hardware and software and advanced knowledge of grammar, punctuation, and spelling to produce a variety of standard documents, such as correspondence, form letters, reports, tables, and other printed materials for an electrical, mechanical, civil, or chemical engineering program or project, either independently or as a leader/member of a team.

Experience: A minimum of two years of experience using word processing or publishing software to create and/or maintain documents.

Minimum education: High School Diploma.

Senior Clerk/Typist

Functional Responsibilities: Serves as primary clerk responsible for performing general clerical duties, bookkeeping, filing, or other administrative tasks, including data entry, for an electrical, mechanical, civil, or chemical engineering program or project, either independently or as a leader/member of a team.

Experience: A minimum of two years of experience typing and filing documents.

Minimum education: High School Diploma.
